Del Valle ISD Purchasing

The Del Valle ISD Purchasing Department is responsible for the centralized procurement of the supplies, materials, equipment and services that are necessary for our schools and offices to function. DVISD Purchasing is responsible for following the appropriate procedure to acquire goods and services, provide professional, value-added procurement and material management services, using effective, innovative processes that result in continuous customer satisfaction, while maintaining public trust with the assurance that each dollar expended will be used in the most efficient manner.

Bonfire-New E-bid system

Del Valle ISD has partnered with Bonfire Interactive to create a new procurement portal that will allow you to receive notifications of business opportunities and submit bids and proposals to DVISD digitally.

Bidding Process:To begin the process of becoming an awarded vendor with DVISD, please register in our online bidding system.  This does NOT make you an awarded vendor, it ONLY places you on the notification list for upcoming solicitations. Your company must still respond to a solicitation and be awarded a contract by the DVISD Board of Trustees. Vendors are requested to register via dvisd.bonfirehub.com. Registration is easy and free.

  • When a solicitation is advertised that matches the commodity you selected during your registration process, you will be emailed by Bonfire.
  • If you respond and are awarded a contract, then you become an awarded vendor.
  • You can now do business with our district for the commodity you were awarded.
  • You can find information on current bids opportunities in the eBid System, as well as a list of contracts.

Doing Business with Del Valle ISD

Prospective vendors must complete the vendor forms prior to the award of any purchase orders.
 
Tax Exempt
Del Valle ISD is tax exempt on the basis that it is a governmental entity – school district.
 
Cooperative Purchasing
In addition to being awarded a contract through a Del Valle ISD solicitation, vendor’s can be awarded contracts in any of the cooperative programs that we participate.

Conflict of Interest

Del Valle ISD maintains a public internet list of local government officers and disclosure statements covering conflicts of interest.

Any individual or business entity that contracts or seeks to contract for the sale or purchase of property, goods, or services with Del Valle ISD must file a Conflict of Interest Questionnaire with the DVISD Purchasing Office in accordance with Texas Local Government Code Chapter 176, no later than the seventh business day after the recipient becomes aware of facts that require filing.

Any individual or business entity that contracts or seeks to contract for the sale or purchase of property, goods, or services with Del Valle ISD must file a Conflict of Interest Questionnaire with the DVISD Purchasing Office in accordance with Texas Local Government Code Chapter 176, no later than the 7th business day after the recipient becomes aware of facts that require filing.

Disclosure is required if:

  1. the person has employment or other business relationship with the local government officer or a family member resulting in the officer or family member receiving taxable income more than $2,500; or
  2. the person has given the local government officer or family member one or more gifts (excluding food, lodging, transportation, and entertainment) that have an aggregate value of more than $100 in the twelve month period preceding the date the officer becomes aware of an executed contract or consideration of the person for a contract to do business with the district; or
  3. the person has a family relationship with a local government officer that is either 3rd degree of consanguinity (blood) or 2nd degree of affinity (marriage).

Statements must be filed within 7 business days after the officer becomes aware a conflict of interest exists.
